- Majority of the quality enhancing allocations are for changing and upgrading the system though allocation towards teachers training and encouraging science students are least prioritized
- Despite of the policy targets to support children with special needs, and indigenous/ethnical population, no allocations found for printing books for children with special needs, books in ethnic languages, teachers development for the education of indigenous students.
- Slow progression of many ADP projects are a concern. Many of these projects were supposed to be finished years earlier.
- The problems in implementation in Bangladesh are not only linked to implementation capacities of the ministries, but they also reflect the practice of planning in isolation.
